SIN 899-1: Environmental Planning Services and Documentation
Environmental planning services and environmental documentation comprise the creation of resource inventories and the consideration of rational alternatives for future actions in terms of resource protection. Gnomon has collaborated on many such documents, including environmental impact statements, environmental assessments, federal agency resource management plans, cultural resource management plans, wetlands analyses and inventories, and wildlife inventories. We continue to collaborate in the EIS, EA, and other environmental document preparation, but have also found our own niche in two particular arenas of environmental planning: environmental model-building and studies of management practices on federal lands.

Many firms conduct environmental planning services. Relatively few firms do so on the basis of rigorous compilations of information pertaining to the resources for which planning is being done, or the potential impacts to those resources that are being assessed. Gnomon has extensive experience in compiling information to support rational plan development. GIS and associated databases are some important tools, which we create, that build sound environmental plans.

SIN 899-7: Geographic Information Systems (GIS)
Geographic information systems are a powerful tool for visualizing information. These systems link together complicated tables of information and electronically displayed maps. We often think of GIS as the "one thousand watt light table" for examining and analyzing layers of maps.

Federal regulations require that all federally funded and federally permitted activities be assessed under the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Federal Lands Policy Management Act (FLPMA), the Endangered Species Act (ESA), and other supporting federal legislation.

Typically, such assessments rely upon an examination of existing information first. The assessment then considers whether the existing information is sufficient for decision-making. Unfortunately, the existing environmental information base for many land units, even lands managed by federal agencies, is scattered, lacks coherence, and extraordinarily difficult to locate.

Gnomon has spent the past several years working with regulatory issues in the cultural resources arena. We have assisted numerous state historic preservation offices in automating their archive of paper records into effective records system useful for regulatory purposes. Gnomon also is a consultant to the Bureau of Land Management to assist the agency in forming alliances with state-based regulatory archives. We have developed considerable expertise in the cultural resources regulatory framework, as well, we understand the information and how to compile over time, retain, and make available the regulatory and scientific information that leads to (or results from) each assessment under Federal law.

Gnomon is pleased to offer standard GIS services as well as something that falls, perhaps, somewhere in the interstices between environmental planning and GIS services: the design and creation of centralized, electronic, archives for environmental compliance, mitigation, management, and planning.     1. For orders up to $2,500: Develop a Scope of Work (SOW) and have your procurement office place the order directly with Gnomon, Inc.
    2. For orders over $2,500: Develop a performance-based SOW, send a Request for Quote to at least three GSA contractors, evaluate the quotes based on your best value criteria, and place the order with the selected contractor.

COMPANY OVERVIEW

Gnomon, Inc., located in Carson City, Nevada, has undertaken more than 250 projects since its organization in 1994. PRICING

GSA has determined that the prices for services contained in the price list applicable to this schedule are fair and reasonable. However, the ordering office using this contract is responsible for considering the level of effort and mix of labor proposed to perform a specific task being ordered and for making a determination that the total firm-fixed price or ceiling price is fair and reasonable.
